This is unconfirmed from another researcher:
Jesse was the son of Vincent Carney, Born: 1777 in North Carolina; Died: Abt. March 1844 in Davidson Co., TN. Vincent married Polly Goldsberry, Born: in Virginia; Married: March 07, 1808 in Nashville, Tn.; Died: 1815 in Whites Creek, Davidson, TN. I have not verified this.
The marriage itself has been verified, however. Source: FTM Marriage Index: IL, IN, KY, OH, TN, 1720-1926, from Hunting For Bears, Dorothy Ledbetter Murray and Nicholas Russell Murray.
There is also a marriage record between Vincent Carney and Hepsey Brinkly on 8/5/1825. Source: FTM Marriage Index: KY, NC, TN, VA, and WV, 1728-1850. This may be a second marriage for Vincent, or another Vincent.
Vincent served in Capt Rogers Old Militia Company in 1812. Source: Whitley, Edythe, Pioneers of Davidson County, Tennessee, Members of the Davidson County Militia 1812.
Other researchers have Jesse as the son of William, Vincent's brother, including Bob Carney and Jim Carney (http://www.jhcarney.com/html/carney.html)

CARNEY Seeking data on the ancestors and descendants of William CARNEY and his siblings. Four Carney men were well established in Davidson County, Tennessee by the year 1810. Elijah Carney and Vincent Carney bought land on Dry Fork Creek the same day (6 Jun 1809). John Carney and William Carney both bought land on near-by Marrowbone Creek in February 1812. All four of these men were listed in Militia Companies of Davidson County in 1812. Within a five-year period, 1802-1806, William, Elijah, and Vincent were married, indicating by their age bracket that they were probably brothers. William married Rebecca GULLEDGE; Elijah married Elizabeth C. GOLDSBERRY; Vincent married Polly GOLDSBERRY; Lucy Carney, their sister, married John BLACKBURN; another sister, Martha Patsy Carney, married Edward BLACKBURN. William, Elijah, and Vincent were listed in the 1820, 1830 (spelled KERNEY), and 1840 censuses of Davidson County. A John Carney (Kerney) appeared with the other three in the 1830 census. Family records appear to substantiate the children of Elijah and Vincent. Most Carney researchers are reasonably certain that Asa, Jesse T., Joshua, and Ennis Braxton Carney were the male children of William Carney and his wife, Rebecca Gulledge. (Joshua Carney and his wife Sina Paralee BINKLEY were my g-g-grandparents). On page 391 of the 1840 Davidson County Census, these four men with ages between 20 and 40 years lived on property adjoining William's who was then between 60 and 70 years old. In the 1840 census William and Rebecca were living on Marrowbone Creek in Cheatham County with all of their male children nearby. He is not listed in the 1850 Census. Rebecca still resided at the homeplace with her sister, Tabitha Dar, at the time of the 1850 census. She disappeared from the census records after that date.
